The present administration of President Bola Ahmed Tinubu has made it clear with emphasis the need for Federal government ministries, departments and agencies (MDAs) to deliver on their mandate to the people they serve. This level of performance is, however, not achievable without having the right people driving the affairs of these MDAs and executing the core tasks. 

The effective promotion of personnel within these MDAs is vital for maintaining organizational performance and fostering employee morale. However, ensuring fairness and transparency in promotion tests remains a significant challenge for HR Directors, MDs, CEOs, and Chairpersons while balancing it with the Federal Character Principles. With increasing scrutiny on public sector operations, there's a growing need for robust strategies that uphold integrity while driving performance through promotion tests.
